If I have a permit in Mississippi can I get a license in Oklahoma?

I got my permit when i was 15, and now we moved to Oklahoma and I am going to be turning 16 soon and need my license. Is there any way I can just transfer over without having to have an Oklahoma Permit? Thanks for helpful answers
